| 東協市場具龐大商機，塑膠民生用品涵蓋食衣住行也成新南向熱點。台灣區塑膠製品公會今天說，台灣雖擁有高技術品質塑膠製品，但改採團體戰模式才能搶下深耕東協競爭利基。 「2016年新加坡亞洲綠色建築展」（BEX Asia），除經濟部綠色貿易專案辦公室及新加坡台灣貿易中心率綠建材廠商參與外，台灣區塑膠製品公會另外也率6家塑膠製品業者與會，搶攻民生用品市場。 台灣區塑膠製品工業同業公會秘書長謝勝海這次率塑膠步道磚、防水塗料、原木皮、大型垃圾筒、工業用塑膠棧板等6家均屬綠色產品的塑膠製品業者，進軍新加坡試水溫，探詢龐大東協食衣住行商機。 謝勝海今天受訪說，新南向政策對塑膠製品業者來說是新的藍海商機，諸多業者近年來面對中國大陸市場工資高漲及成本增加等挑戰，透過到東協國家的新南向政策，將可大幅度分散市場集中風險。 他表示，東協國家發展機會點在於當地的人力及土地成本取得尚屬低廉，這些新興發展市場不僅改善原本投資環境，人力素質及技術水準也有相當程度的提升，配合當地的豐沛天然資源，的確是塑膠製品業者前進的新藍海。 謝勝海指出，塑膠製品涵蓋層面很廣，食衣住行等民生及工業用品均需要塑膠製品，以泰國的食品工業為例，台灣高品質包裝材料及成品即具有高度競爭優勢。 他再以印尼、馬來西亞為例，說明電子產業和塑膠製品產業是相伴而生，電腦、手機等相關零件都需要塑膠零組件，這些產業也是東協國家所積極發展的重點項目。 謝勝海說，新興市場如緬甸、寮國或越南的紡織、製鞋等行業，塑膠製品更是不可或缺的零配件。 謝勝海認為，台灣塑膠製品業者已脫離昔日以代工為主的傳統印象，透過技術研發改善已進入具高附加應用價值的塑膠製品，這些都是台灣塑膠製品大舉揮軍進入東協市場最佳利基。 不過，他強調，業者配合政府揮軍南向發展，仍需要政府帶頭提供實質的安全投資環境保障，諸如關稅的談判、透過設置工業區模式讓業者安心投資，唯有以打團體戰模式才能發揮最大效益，才能引領台商全力航向新藍海。
